Philanthropic plans for CA actions: investing in education

Complexities for experts to show political value of climate adaptation investments.

Fondazione Cariplo launched its program to support local climate adaptation plans in 2020. Now it offers financial and technical support to 12 territoriess.

A key issue, according to programme officer Federico Beffa, is poor coordination between municipal departments. Some offices advance climate adaptation projects, such as depaving and reforestation, while others approve developments that ignore climate risks.

The foundation works with external experts and local authorities to develop strategies that go beyond mitigation and adaptation. Plans also review urban planning tools, include monitoring systems, and strengthen public officials’ skills.

Although focused on Lombardy, Italy’s wealthiest region, the project supports diverse areas, including mountain communities, groups of municipalities, and provincial capitals. So far, territories have reforested 50 hectares of urban land and depaved about 120,000 square metres, with €6.5 million invested jointly by the foundation, the region, and local authorities.

Fondazione Cariplo meets regularly with local technicians to monitor progress. However, skills gaps among municipal staff remain. Political resistance is another barrier, especially when projects involve removing parking spaces.

Beffa stresses that early, coordinated planning is essential to avoid rising adaptation costs. He argues that climate action must follow a coherent long-term plan.

Fondazione Cariplo expects to have solid data on the supported plans in the next couple of years.
