At least 20% of Europeans have not taken any steps to adapt to climate change, mainly because they cannot afford to. This problem is worse in poorer regions, according to a report by the European Environment Agency and Eurofound based on a survey of over 27,000 people.

More than 38% of respondents said they cannot afford to keep their homes cool in summer, rising to 66% among those facing financial difficulties. Renters are especially affected: 49% cannot afford adequate cooling, compared to 29% of homeowners.

People in rural areas are more likely to take household-level measures, such as rainwater collection or backup power, while cities are more likely to implement public measures like tree planting, weather warnings, and awareness campaigns. Overall, 82% of respondents had seen at least one public climate adaptation measure in their area.

More than 80% of people reported experiencing climate-related problems in the past five years, with heat being the most common. Climate impacts affect low-income households the most, increasing risks such as heat stress, water shortages, and exposure to wildfires.
